Unmet Need
It is not possible or realistic to satisfy all the types of unmet needs a community may have. But one can start somewhere.
As a starting point in assessing unmet need, we have suggested a focus on availability. Further, rising labor force participation rates are causing the informal care markets to shrink. Thus, we have suggested that the initial focus in assessing unmet need be on the availability of formal (licensed/regulated) full-time care.
